We are in a period of growth and in search of a Consultant – Revenue Requirements based at our headquarters in Maryland with the potential to work remotely. This position entails supervising and coordinating projects performed by a group within the Revenue Requirements Department. S/He will also be responsible for maintaining direct contact with the clients under their control to ensure their consulting needs are met, and they are satisfied with the services provided.

Responsibilities:

  • Potential to supervise staff at levels below this title.
  • Coordinates the work of their Revenue Requirements group.
  • Responsible for the completion of all assigned studies. These studies would include but are not limited to cost separations studies and other special studies as required.
  • Responsible for assisting in the completion of all state and interstate tariff filings as needed, subject to the review of Managers and Staff Directors.
  • Maintains a current listing of all jobs in progress and knows the status of each of those jobs for the group(s) under their management. Makes decisions on personnel working on the job and adjusts the work schedule to accommodate the client’s needs.
  • Basic knowledge of industry issues that will affect JSI clients.
  • Assists in maintaining all spreadsheet programs used to develop the work completed by the department.
  • Participates and develops internal training sessions for the Revenue Requirements group to maintain skills at a required level and introduce new subjects as needed.
  • Responsible for answering questions and providing responses to outside parties involved with review of Separations studies and projects. Individual will foster a good relationship with external parties to help ensure that the client’s best interests are served.
  • Maintains contact with all clients under the responsibility. Participates in trips to visit clients regularly. Must be able to participate in discussions about separations and other issues with client personnel as the need arises. Has a thorough knowledge of JSI provided services and can recommend needed services to the client.
  • Represents the company in a mature, highly professional manner to help perpetuate and improve JSI’s image and reputation in the industry.

Qualifications:

  • Bachelor’s degree in Accounting, Finance or Economics, advanced degree, or certification desirable.
  • Minimum of 4 to 5 years of relevant experience.

Congratulations to the 2022 JSI Scholarship Recipients

The 2022 recipients of the JSI Staurulakis Family Scholarships are exceptional students who have excelled academically while participating in a wide range of extracurricular activities, including volunteering and working to better their communities. These scholarships are distributed through a scholarship program administered by the Foundation for Rural Service (FRS), which was established as a non-profit 501(c)(3) organization by NTCA–The Rural Broadband Association in 1994.

This year, six students were selected to receive the $5,000 JSI Staurulakis Family Scholarships, which give recognition to outstanding applicants with an interest in science, math, medicine, or engineering. This year’s group of scholarship recipients, which FRS formally announced last week, includes:

  • Addison Emmot from Beloit, Kansas, who applied via NTCA partner Cunningham Telephone Company. Addison plans to attend Fort Hays State University and major in Nursing.
  • Katelyn Griggs from Lexington, North Carolina, who applied via NTCA partner Surry Telephone Membership Corporation. Katelyn plans to attend Gardner-Webb University and major in Exercise Science.
  • Alexa Post from New Auburn, Wisconsin, who applied via NTCA partner Citizens Telephone Cooperative. Alexa plans to attend Minnesota State University – Mankato and major in Biology/Biomedical Science.
  • Jenna Schleich from Fairview, Illinois, who applied via NTCA partner Mid-Century Telephone Cooperative. Jenna plans to attend Western Illinois University and major in Animal Biology.
  • Carrie Warmka from Emmons, Minnesota, who applied via NTCA partner Winnebago Cooperative Telecom Association. Carrie plans to attend the University of Minnesota – Duluth and major in Biology.
  • Samantha Zimmerman from Beloit, Kansas, who applied via NTCA partner Cunningham Telephone Company. Samantha plans to attend Fort Hays State University and major in Biology.

The Staurulakis Family Scholarships were established as part of JSI’s 50th anniversary celebration in 2012 in honor of Manny and Leo’s parents, John and Chresanthe Staurulakis, and they continue each year as part of the FRS scholarship program. FRS scholarship recipients are selected by an independent team of reviewers from the education field. To be eligible, recipients must be sponsored by a NTCA member company and indicate a desire to return to their rural communities once their collegiate studies have been completed.

Billions of Dollars in Funding: New Notices of Funding Opportunity Released by NTIA

On May 13, 2022, the US Department of Commerce’s National Telecommunications and Information Administration (NTIA) released three separate funding announcements — or “Notices of Funding Opportunity” (NOFOs) — detailing the eligibility requirements, deadlines, and rules for the $45 billion in broadband funding:

  1. Enabling Middle Mile Broadband Infrastructure Program – $1 billion:
    • The program will award $5-$100 million in grant funding to selected applicants to build middle mile facilities with interconnection points located within 1,000 feet of a Community Anchor Institution (e.g., school, library, or hospital).
    • Eligible entities include telecommunications companies, telecommunications cooperatives, technology companies, electric utilities, utility cooperatives, public utility districts, nonprofits (e.g., foundations, corporations, institutions, or associations), regional planning councils, native entities, economic development authorities, states, political subdivision of states, and tribal governments. Additionally, to a partnership of two (2) or more of the aforementioned entities.
    • JSI can help clients submit a Middle Mile Grant application directly to NTIA by the September 30, 2022, deadline.
  2. Broadband Equity, Access, and Deployment (BEAD) Program – $42.5 billion:
    • Program funding disbursed through the states can be used for projects to connect the unserved (lacking 25 Mbps / 3 Mbps) and underserved (lacking 100 Mbps / 20 Mbps) as well as to connect community anchor institutions.
    • Eligible entities include all 50 states and US territories. They must submit a Letter of Intent to NTIA by July 18, 2022, additional application materials by August 15, 2022, and up to 270 days to submit a five-year action plan to receive funding.
    • States are eligible for a minimum of $100 million each.
    • US Territories are eligible for a minimum of $25 million each.
  3. State Digital Equity Act Program – $1.5 billion:
    • In accordance with their respective Digital Equity Plans, states and territories will disburse grant funding to promote the achievement of digital equity, support digital inclusion activities, and build capacity for efforts by states related to broadband adoption.
    • Eligible applicants include all fifty states and US territories.
    • Completed applications are due July 12, 2022, for the fifty states, the District of Columbia, and Puerto Rico.
    • Letters of Intent from the US territories that wish to participate are also due July 12, 2022.

The Infrastructure Investment and Jobs Act allocated $45 billion to these three programs to deliver affordable high-speed broadband to Americans.

Action Required by May 1: Affordable Connectivity Program – New Consumer Fee Field

As of March 31, 2022, Affordable Connectivity Program (ACP) providers must complete a new “Consumer Fee” field in the National Lifeline Accountability Database (NLAD).

This new Consumer Fee field indicates whether a consumer is charged a monthly fee for broadband service after the application of the ACP benefit, and it is required for all verification, enrollment, transfer, and update transactions in NLAD. In addition, by May 1, 2022, providers must update the Consumer Fee field for all subscribers enrolled in ACP prior to March 31, 2022.

Providers must perform an “update” transaction in NLAD to backfill the Consumer Fee field by entering a “1” to indicate that a fee will be assessed, or a “0” to indicate that no fee will be assessed.

Reminder: 988 Required Milestone Reporting to NANPA

The three-digit 988 dialing code, which provides direct access to the National Suicide Prevention and Mental Health Crisis hotline, will be effective on July 16, 2022. All telecommunications carriers must route 988 calls to the existing National Suicide Prevention Lifeline: 1-800-273-8255 (1-800-273-TALK). To accommodate 988 within all networks, carriers must implement mandatory 10-digit dialing in the number plan areas (NPAs) that use seven-digit dialing and 988 as an NXX.
