The Opportunity

In this newly created role to lead state compliance efforts in the Southeast, you will be part of a growing regulatory compliance team responsible for ensuring that JSI is able to help its telecommunications and broadband clients deliver seamless communications services to their customers, many of whom live in rural America.

 

In the past eight months, you will join a growing team that has nearly doubled in size as our clients seek out and obtain state and federal broadband funding to deploy more networks and connect more customers. In addition, we have expanded our team to include more federal and state regulatory expertise to help our clients be better prepared to comply with the myriad of federal and state regulations surrounding broadband funding and navigate the regulatory landscape when challenges arise.

Responsibilities

  • Proactively expand, develop and promote new regulatory services, including representation among the Georgia Public Service Commission and other state commissions in the Southeast region
  • Provide strategic guidance and advice to clients, helping them navigate the complexity of the various state public service commissions
  • Oversee client engagements from beginning to end
  • Oversee the tracking of regulations and legislation, assess the potential impact on firm and clients, and drive implementation to address new requirements.
  • Work across teams to find and implement innovative solutions in response to complex regulatory challenges
  • Act as primary contact for state regulatory agencies, clients, and possibly telecommunications industry groups in the Southeast
  • Review staff documents to ensure high-quality work products and, as needed, support the firm’s work preparing and submitting client applications for federal and state grant programs.
  • Provide regulatory advice and support to multidisciplinary teams within the Regulatory Affairs and other departments

 

Serving as a business and thought leader for the Department, the Manager will work with team leads, the Regulatory Affairs Vice President, and other leaders across the firm to develop and roll out new service offerings for clients. This role also entails speaking at conferences and developing and growing junior staff. In addition, this role has direct responsibility and accountability for southeastern regulatory and, as needed, legislative activities, industry relationships, and overall results.

 

Qualifications

  • Bachelor’s degree. Advanced degree a plus but not required
  • Five years of experience in the state telecommunications industry with a focus on regulatory compliance
  • Experience working at or practicing before a state public service commission required
  • Excellent written and verbal communication skills, with experience drafting regulatory documents
  • Detail-oriented
  • Ability to work with a diverse staff across geographic regions and departments
  • Strong presentation skills
  • Self-motivated
  • Entrepreneurial and team-based mindset
  • Program and team management experience

 

While we are looking for a Manager, we will consider people with fewer years or other relevant experience who demonstrate interest. We will also consider candidates with substantially more experience for a more senior role. Those with J.D.s will be considered at the Policy Counsel or Senior Policy Counsel levels.

 

This role has supervisory responsibilities and a minimum billable hours requirement.

About the Regulatory Affairs Department

 

The Regulatory Affairs Department provides regulatory, legislative, policy, and compliance counsel to JSI departments and JSI clients. Specifically, we provide services in three distinct areas: 1) federal compliance, 2) federal advocacy and strategy, and 3) state compliance and policy. With decades of staff expertise from state public service commissions, the Federal Communications Commission, and in-house communications companies, we advise clients, develop strategies, and implement projects for clients on a wide range of issues before state and federal agencies and departments. We also partner with other JSI departments to identify, assess, and manage state and federal funding projects for clients.
