Reminder: Upcoming 2020 Regulatory Deadlines

JSI clients should be preparing for several upcoming filing and compliance deadlines over the coming weeks, including the upcoming HUBB and Form 477 filings in early March. Carriers should pay special attention to changes for the 2020 Form 477 filing. As well, this is a reminder that ALL rate-of-return carriers and recipients of CAF Phase II support must submit geolocated broadband information to the HUBB portal this year.

January 15 – Wireless service providers must complete the Annual Hearing Aid-Compatibility Compliance, FCC Form 855, to certify to compliance for January 1 through December 31, 2019. The form is available for completion and submission now. The filing window closes on January 15 midnight EDT.

January 31 – Lifeline FCC Form 555 Annual Lifeline Eligible Telecommunications Carrier Certification Form is due to the FCC, USAC and relevant state commissions. The FCC Form 555 can be filed online through USAC’s E-File system.

January 31 – Carrier Identification Code (CIC) Usage Reports covering the period from July 1 through December 31, 2019, are due to the North American Numbering Plan Administration (NANPA) CIC Administrator. For more information, see the recent JSI e-Lert.

March 1All rate-of-return carriers and recipients of CAF Phase II support must submit geo-located broadband information into USAC’s High Cost Universal Service Broadband (HUBB) portal. Carriers that did not deploy any locations in 2019 must still log into the HUBB and certify “no locations to upload.”

March 2 – Companies must file their FCC Form 477s which report data as of December 31, 2019.  The 477 Filing System now reflects the following changes for 2020:

Fixed Service – Broadband Deployment – Reporting maximum downstream and upstream contractual or guaranteed speeds available to business/government end users is no longer required. Those fields should be removed from your fixed deployment upload files.

Mobile Wireless – Voice and Broadband Deployment – Specifications for report of coverage areas no longer include Spectrum Band, and the technology categories have been reduced from eight to the following four categories: LTE, CDMA-based, GSM-based, and 5G-NR.

Mobile Wireless – Broadband Service Availability is no longer required.

Mobile Wireless Broadband and Voice Subscription – No changes for the current data period.  However, the report of June 30, 2020, data due by September 1 will require subscription data by census tract instead of by state.

March 2 – CPNI certifications are due from all telecommunications carriers and VoIP providers to certify compliance for calendar year 2019.

March 2 – Cable/video providers must submit their Cable Copyright Statements of Account to the Library of Congress Copyright Office for the July 1 – December 31, 2019, accounting period.
