The FCC is in the final stages of planning the Connect America Fund (CAF) Phase II reverse auction, which is set to launch in 2018. In its August 4th Public Notice, the FCC outlined the proposed framework for a multi-round auction to distribute funding for rural broadband deployment in price cap areas to bidders who offer to build networks for the lowest cost. Sounds simple, right?
