JSI Reminds RDOF Carriers to Resume Network Performance Testing in Q3 2026
FCC Seeks Comment on Reforms to USAC Operations and Oversight
USAC has announced that carriers participating in the Rural Digital Opportunity Fund (RDOF) must resume quarterly speed and latency network performance testing beginning in the third quarter of 2026. Testing was waived for the first two quarters of this year to allow carriers to complete the transition to Fabric Location ID reporting in the High-Cost Universal Broadband (HUBB) portal. This new reporting format now serves as the starting point for generating subscriber location samples used in performance testing.
RDOF carriers should log into the USAC Performance Measures Module (PMM) now to begin preparing for the resumption of testing. USAC strongly encourages carriers to first ensure their broadband deployment data in the HUBB is current and accurate before uploading subscriber location data and generating a new random sample in the PMM.
Failure to conduct the required quarterly testing or submit and certify test results by the applicable deadline can result in significant loss of support.
